Date range current values in most cases do not correspond with midnight - the timezone difference?

Looks like server allways send phenomenon_time_from and phenomenon_time_to as 01:00 of requested date range. In case of phenomenon_time_to, it is requested date + 1. This can be the only cause of troubles.
