Update arlas_course_states available values

Course state can now be STOP, PAUSE, COURSE. Check this will SG and update the WithArlasCourseStateFromMotion transformer.

its required column arlasMotionStateColumn can be removed ; this is a duplicate of arlasMovingStateColumn and only this one should be used.

It had been decided to:

• rename arlas_course_state to arlas_course_or_stop (this is probably a temporary name, nothing better found)
• add arlas_course_state, empty if arlas_course_or_stopis STOP, with available values MOTION (if arlas_moving_state is MOVE) or PAUSE (if arlas_moving_state is STILL)
