User can create a dashboard on an organisation where he is only user #836

Description of the bug

The user has only the role "user" on the gmail.com organization but the popup offers the gmail.com item in the list

What was the error message shown?

None, it propose organisations that it should not

Steps to reproduce

Invite a user as user to org1
Invite a user as builder to org2
click on the button "create a new dashboard" on the hub
the list contains the org1 while it should not

If the issue was noticed in the demo workspace, please specify the collection and the field. Otherwise, please link the 2 ARLAS config files.
