Description of the current behavior

currently, many parts of the application display the collection name that is not a human readable info.
when we propose to put unit or display name, it is always done by an extra configuration that we have to set repeatedly

Description of the desired behavior

[x] Create an Angular CollectionService that provides two methods
- getDisplayName(collectionName) => needs to use the arlas-server _describe endpoint
- getUnit(collectionName) => needs to fetch the configured units for the dashboard
[x] This Service instance should be unique and availble in arlas-web-components/toolkit and all the end frontends. => A similar service that has this behaviour is the ColorService
