Currently master/server (based on Ubuntu 16.04) fails to boot with

rejecting i/o input from offline devices

error messages. Workaround is to define one CPU for VM (which is also default value):

GISLAB_SERVER_CPUS: 1

It doesn't seems to be an issue any more.
