When pressing enter in address bar with a URL in it, DOES NOT open the URL in a new tab #197

What steps will reproduce the problem?
1. Check the box for setting -  When pressing enter in address bar with a URL 
in it, open the URL in a new tab
2. Go to a tab that has a page loaded, enter a different URL
3. Press enter 
4. New page opens in current tab, not in a new tab.

What is the expected output? What do you see instead?
I expect it to open a new tab.

What version of the product are you using? On what operating system?
Windows 7, Chrome Version 29.0.1547.57 m, Chrome Toolbox (by Google) 1.0.32

Please provide any additional information below.
