Add a `/release` command to release new Git for Windows versions #8

The idea is to trigger the correct Azure Release Pipelines with all the correct values upon receiving the /release slash command.

I would have loved to release v2.39.0 that way, but it's probably a lot wiser to test this with the next -rc0 instead of risking anything with a full release.

Well, what do you know. It worked. It's a testament to how many automation problems I faced this morning that I am utterly stunned by not being mired in more of the same. I lerve me this new GitHub App. 🐻
