Hi,
this PR adds a debian/ subdirectory and makes minor patches to the sources to allow building a reasonably clean Debian package. This has been verified to work on Debian buster with the armhf architecture (on a Banana PI).
I had to make an inline function a non-inline function in mbrtu.c since this caused a linker error message I was not able to fix (I only have very little clue with C on Linux).
