Fix enable data collection button UI

Switched UI for button in if/else based on value of enableDataCollectionObj.enableDataCollection on both watch and phone. Acceptance criteria:

[ ] By default, data collection should be off and the red button/"Enable Data Collection" text is displayed on both apps
[ ] When button is pressed in off state, turns green/"Disable Data Collection" text is displayed, and health data is collected
