Proposal/Idea update issue explorer check in

As a new ambassador, I would like to have a latest version of list/guideline for issue explorer check in, so that I could be onboard easily.

When I am observing "open" status bounty with issue explorer check in, I found several questions:

no criterial for action required, e.g what "if condition" could trigger actions
no guideline to watch how many bounties for one category,
no example sentence like "Hey @funder, this is Bob from Gitcoin. Just a gentle reminder, looks like @contributor had a question for you!"
add emergency contact (or help desk)
