fix: approve - reject workflow

Sorry for long PR, a lot of side effects to improve the approval workflow:

New:

• ApplicationReviewActions component
  • uses useApplicationReview and useApplicationStatus hooks to get the status, attestations and approve/revoke functions, based on that data renders the status batch and the buttons to approve or revoke.
  • handles refetching of the status to improve the user experience after approving and rejecting
  • src/features/applications/components/ApplicationReviewActions/ApplicationStatusBadge.tsx
  • src/features/applications/components/ApplicationReviewActions/ApproveButton.tsx
  • src/features/applications/components/ApplicationReviewActions/RevokeButton.tsx
  • src/features/applications/components/ApplicationReviewActions/index.tsx
  • src/features/applications/hooks/useApplicationReview.ts
• api.applications.status
  • endpoint that returns the status and conditionally the approvalAttestations
  • src/server/api/routers/applications/utils/getApplicationStatus.ts
  • src/features/applications/hooks/useApplicationStatus.ts

Refactors:

• src/utils/fetchAttestations/createAttestationFetcher.ts & src/utils/fetch.ts
  • added noCache flag to condidionally reject the fetch cache
  • added includeRevoked flag to conditionaly fetch also revoked attestations
  • changed args to be an object, with sideeffects across the codebase
• src/server/api/routers/applications/utils/fetchApprovals.ts
  • added noCache and includeRevoked flags
  • changed admins, roundId and attestationFetcher args to round, needed to createAttestationFetcher in a roundProcedure instead of using directly attestationProcedure, to pass noCache and includeRevoked flags, with sideEffects across the codebase:

  • src/server/api/routers/metrics/utils/fetchMetricsForBallots.ts
  • src/server/api/routers/metrics/metricsRouter.ts

  • removed this file as it was duplicated, this one with a typo in the filename. With sideEffects:

    • src/features/applications/components/ApproveButton.tsx
• src/hooks/useIsCorrectNetwork.ts
  • now this hook also returns switchNetwork function of wagmi
  • now this hook also returns switchToCorrectNetwork function
