Builder - Applications Stuck on "Indexing" #3570

What happened?

Reports from several users that applications on Builder are hanging on the Indexing step. This does not seem to be round-specific. image

What should have happened instead?

Applications should continue through their process to completion.

Steps to Reproduce

Most detailed Posthog session replay here. After facing an unrelated LIT error, around 28 minutes in to the replay the user attempts submission again which is when it hangs on Indexing. After significant time passes, around 1:18 we finally get some Indexer related logs
