On the Manager Round Results page for the SEI round, the cluster matching link does not appear when the sybil defense is not set to passport model-based detection
What Happened:
We needed to turn the passport model off for SEI because they do not yet support this chain, but SEI still wanted to use COCM.
Sov went into Manager > Round Settings > Funding Settings and edited the Sybil Defense options (in the screenshot) to disable Gitcoin Passport
Then went into Manager > Round Results and could not find the link to the cluster matching application
What should have happened instead?
During Step 3, Round Results should show the link to the cluster matching page, (which normally appears as shown in this screenshot here and as described on this page. We should also update it to say 'cluster matching application' instead of 'template'
Steps to Reproduce
Go to a QF round in Manager
Check if the round settings have Sybil Defense set to disable passport or use passport stamps
Check the round results page to see that there is no link to the cluster matching application
