enable push notifications when new work is available. #21

i want to enable push notifications for when new work is available, which are time delayed.

by default, the app could send a push notification 3 hours after new work is available on the network.

from there, i would like to enable an in-app purchase that gives "instant" notifications for new work, which matches my profile, becoming available.
