as a member of the ethereum community, i want better signalling for governance / consensus measurement, so we can measure the consnesus of the ethereum community.

why

this bounty is in response to some of the controversial initiatives we've seen in the community lately (prog pow, block reward funding).

if we had ways to measure signal in the community then we'd waste way less breathe on social media about what initaitives are suppported and which arent'.

what

i would like a app to be created, where anyone can post a "assertion". the community can vote "agree", "disagree", or "abstrain".

the basis of identity on this plat form should be

1. ethereum address
2. twitter handle

in each scenario, the 'assertion page could (and perhaps should) show both votes weighted by # followers (in the case of twitter), or # coins (ethereum address), or 1 identity one vote (both).

judgement criteria

• functionality
• stickyness
• intuitiveness
• would the community actually use this?

as such, we belive a successful team should have at least one designer + one dev.
