[WIP] Feature celery #29

where is celery is being used?

I'm going to use it to do a long running sync job to create a db of all of our github repos. Still a work in progress, I opened the PR to be able to review the diff.

I use the branch diff, usually in my local gethub client. Did you not mean for this PR to be a PR?

No, not a PR. I added [WIP] to the subject line of the PR.

I had to rebase this branch as it had gotten pretty stale in the past few weeks. Post rebase merges, I tend to do a PR for them so I know everything worked right.
