Vagrant and ansible dev site

This will add a vagrant plus ansible setup (works only on linux+mac at the moment) for a development site. Using this is optional. If an existing dev workflow works ok, then this can be ignored.

Thanks @ScorpionResponse for this PR. Two notes:

• Please note the requirement for Vagrant 1.8+ somewhere (if it's not already specified somewhere.) I was running Vagrant 1.7.4 (?) and ran into an problem, which when Googled, prompted me to upgrade my vagrant instance.
• The playbook errored out at TASK: [Populate DB with data (takes a very long time)], specifically requests.exceptions.ConnectionError: ('Connection aborted.', error(101, 'Network is unreachable')). Maybe it's because on a cafe wifi network that kicked me off.

I'll try to finish the playbook at home.
