feat: Migration to ts backend #116

Migrated backend code to TypeScript - this is the 1st part of the migration and other parts of the API will follow soon. Also updated all dependencies in the project and build.yml to run against Node 18.x and 20.x @gitfrosh kindly pls review 😊
