Creates a new directory in this repo called microsoft-graph-api and updates the repo README.md for this. The directory could be used for sample storing Microsoft Graph API commands related to GitHub product integrations.
Adds the first sample MS Graph commands file to this directory. The filename is EMU-OIDC-tokenlifetime-policy.md. These initial MS Graph examples related to GitHub products could be used to configure and assign a tokenLifetimePolicy to the GitHub Enterprise Managed User (OIDC) application in Azure AD/Entra.
