[x] Depends on https://github.com/tclem/proto-lens-jsonpb/pull/11.
[x] Updates all the packages to build with ghc 9.2.
[x] Fixes all of the ensuing warnings.
[x] Updates CI to build with 9.2 instead of 8.10.
[x] Updates hls to run the blessed way.

Note that semantic-source and semantic-analysis were already updated in an earlier PR, and that a compatible version of semantic-source was released at the same time.

Per @patrickt's suggestion, I'm not updating bazel for the time being.
