Wish: Make mouse speed choosable #101

What steps will reproduce the problem?
I have used a touchpad and a mouse. With the touchpad teh speed was so 
slow that I found it quickly unusable.

Therefore my which is to have a dialog in "settings" where the mouse speed 
setting can be tuned.

What is the expected output? What do you see instead?
