Add Office to the User Object #567

Mingle Card: 310 Add office to the user object for filtering during a sync. Not possible due to force limitations.

Create a Sync Configuration object with user and office needs to be added to Alpine.
The user must be a Field Engineer
The User/Office combination must be unique.

The list of mobile users will show up in the office details.

Considerations:

We may want to consider adding flags for the different aspects of sync to allow finer control.

Personnel
