Ticket Checklist layout is not carried over to the checklist #576

Mingle Card: 320 Steps to reproduce

  1. create a new checklist and set sequence order

Expected result

  1. the available fields should display automatically without having to update the layout
  2. the sequence should be correct as entered in the setup

Actual Result

  1. the available fields are not displaying for the checklist for a new ticket
  2. the sequence is off for the checklist
