Mingle Card: 334 Narrative

As a Field Engineer, I can set data in the ticket header, so that the back office wil get information it needs for billing.

The fields in the layout that the field user has permissions to edit should be editable
If the user does not have permissions to edit the fields they should be read-only
If the layout indicates that the field is read only then that setting should be honored even if the user has write permission to the object itself.
If the layout indicates that the field is required on the layout then Mobile should enforce that setting.
Write the changes to the local store only, uploading to the server will be handled in card #291.
