If Job status has "Allow New Ticket" checked and Mobile is set to read only, user cannot create tickets #5469

  1. Set a job status so that the read only app is for mobile
  2. Check the box for “Allow New Ticket”

Expected Result

User should be allowed to create a new ticket in mobile

Actual Result

User cannot create a new ticket if read only apps is set for mobile.
