I need help #3576

Hello GitHub I need help if possible. I am not an expert scripter, nor do I know very much about windows nor computers. I am going to give away my age (I am obviously female if I worried about age) but at this point I do not care. Some background. I held a job many years ago and did full installs for a well known hardware company. I utilized Novell (ok so you know my approximate age) I installed the full deal, depending on the size and scope of the location including set-up of software/hardware cabling, server and workstations depending on size and scope of location and the owners specifications.
Point being, I have some knowledge with computers, albeit being extremely outdated. I thought I knew enough to protect my computer. I was running windows 10-1803 build and had Express VPN, (running almost all the time) with MacAfee & MS security essentials. I logged and checked my events after sign in on computer to view or know what changes were made should a download have occurred. However, (you all know what is coming) I have been hacked. This is a root imbedded malware intrusion (I believe). It came down in a Windows 10 update and I am unsure if the update was legit, or it activated the malware somehow. This was over a month ago. I copied all events of the intrusion, however Microsoft did not seem interested in viewing. All the malware files were dated 4/11/2018. The hack accessed Microsoft's servers and the intruder(s) were trying to break in through my Xbox account which I have not used in 6 months. They were successful. I purchased the MS assurance program post hack, however I have not gained any headway going this route. I contacted best buy and purchased a surface pro laptop (less than a month ago) which became infected within 1 day after bringing it home. The Surface Pro is being shipped back to Microsoft as the folks at Best Buy said "This is the nastiest malware we have come across". An agent from the law enforcement took and image of my surface pro, from a call made (unsure where). This is all very strange. I bought a new router after the surface pro was infected so quickly and a small Surface Go. Again, the surface go was infected within 24 hours. They know every move and have set up trigger alarms in my registry. They will also set up 3D scenarios so I never know if I am on a legit site or not and I do check certificates. I have no idea why they came after me. I am by no means rich.
Infra off, Bluetooth off, files sharing off with a private network. I need help and I am willing to compensate if anyone believes they can clean my desktop and surface go. I am (was) running windows10 home 1803. They are utilizing some type of scripting and take over all admin rights once I reboot. They have a panther directory set up and hidden files on the root. I have tried netstat, attrib, utilized PowerShell, which I do not have the knowledge base to effectively eliminate this intrusion/malware. To date, they are untraceable and I am unable delete or change any files or directories. It cannot get any worse and my computers are either going to become boat anchors or get fixed. I lost all personal data weeks ago. This is why I am turning to the fine group of people at GitHub. Anyone willing to take on the challenge. I have nothing left to loose except the SurfaceGo and an older Dell Inspirion one, which I particularly like due to the large screen. They are in the phones TV's and everything (except the dog, I hope). Any other information that would be helpful feel free to contact me. I wish I had more to offer in the way of documentation but I am currently locked out of everything but web access and my desktop. They are using false certificates from Microsoft and have disabled troubleshooting.
