Waive verification for users on paid plans #12623

Users on paid plans are unlikely to abuse Gitpod.

Those users should be able to sign up without verification. Being added to a paid plan should allow them to skip verification before starting workspaces, even if their GitHub or GitLab account is new, or they are using Bitbucket.

The BillingMode API may be helpful to implement this in a way which is forward-compatible with usage-based billing.
