I'm going over the licenses of components included in the D3M Docker images. A lot of packages seem to have license="GPL" in setup.py just because that was copied/pasted (sometimes even when there is a different LICENSE file).
Is this repository truly GPL? You should consider making it Apache-2.0 or compatible, as requested by DARPA. Right now these are the only GPL primitives in the image.
I am working on removing third-party GPL code, but this can't be fixed without your help (or removing your primitives altogether).
