Assess Binder hosting #4

This pull request is used to test setting up a Binder environment for all notebooks. Binder will create a Docker image based on ./environment.yml and ./postBuild.

simple_neural_network.ipynb worked for me in Binder. We could add Binder badges to your readme table before merging for all of the notebooks that can run successfully.
