BUILDING.md file for all informations about building #2385

resolves: #2383

  1. I changed the name from Building.md BUILDING.md Because its like in https://docs.github.com/en/communities/setting-up-your-project-for-healthy-contributions/setting-guidelines-for-repository-contributors

  2. I change "Links on used libraries" to "Used libraries" - It sounds better

  3. I also deleted white space under sections, if there was any - so it is everywhere the same

  4. I also changed the links and sections - from "Debian/Linux Mint/Ubuntu" to Debian (+Linux Mint/Ubuntu) - I think that makes more sense

Please use Squash merge

Should I add the links to Readme? And delete/let them in BUILDING.md?

And what about everything else? Do you like it? Is it better?

Thanks for your work @inson1 I found a couple of bugs, I'm writing the comments inline in the code, if you can fix that then I'm going to merge in
