Debian correction #6

The debian package is orphan, I am thinking od maintaining it, I think it is a needed feature for many reasons, I am thinking of changing a few things to how it works though

Hi, about the create_debian_package.sh new arguments wait a bit since I'm going to commit changes switching to pybuild for building the package, you'll let me know after that. About the README.md, that is not meant to host the changelog but rather a quick description of what x-tile is, I'm going to write that in future
