ACS is just for US states. PR has their version of the ACS: https://www.census.gov/programs-surveys/acs/about/puerto-rico-community-survey.html but not sure if they use SNAP.

Giving to Ruth to confirm that PR ACS looks compatible with our schema (same columns as for states). If so, then just need to add PR as an item after https://github.com/givedirectly/Google-Partnership/blob/87a9e60f6ec832ce261476e2ec3487c37c59b28e/docs/import/manage_disaster.html#L111
