Hello Chris,
The general requirement is for people with mild vision impairments must have the ability to resize Web content without the assistance of magnification technology. Typically, the user can change this setting in a browser. However, if a Web content user has an older version of a browser that does not support a zoom function, you have to ensure that text containers resize when the text resizes and use measurements that are relative to other measurements in the content by using one or more of the following,
Use percent for font sizes
Use named font sizes
Use em units for font sizes
OR
Provide controls on the Web page that allow users to incrementally change the size of all text on the page up to 200 percent.

Have we determined what IE we have to support?

From charu's reply it was not obvious but I got that we have to support all versions. what I did understand is that wecan provide an alternative of the Ctr+"plus button" to increase fonts for IE versions (i think it can be done with css)
This alternative can be an option on the top of the page to click on links to increase decrease or revert the font to its original size. See screen shot below

verified and now works on IE the increasing the fonts
lost all 20 points because Errors Using a fixed font size that will not resize in IE.
