Fix HackThisSite API Definition #32

I noticed there are a couple static values set for the HackThisSite site definitions. For example: https://github.com/gizmore/gwf3/blob/d35878b16f97402d01c6c84482e189597702279c/core/module/WeChall/sites/WCSite_HTS.php#L20

I'm going to create a new API for HTS soon, so creating an endpoint for WCSite_HTS.php will be the first thing I plan on implementing. If it's okay for you, I'm going to use this issue for tracking that progress.

I've been in communication with @gizmore about this. We're coming up with some plans for this now.
