Quiz Navigation Block should always be expanded when using accordion blocks

This is mostly a usability issue for students who are taking timed quizzes. The timer should be visible from the beginning and on each subsequent page without them having to open the block. As you can see in the screen shot it starts off collapsed.

I was just looking around at the other fake blocks and the Book one is another good candidate as is the calendar page fake block. While I'm at it, the calendar fake block is making the theme three column.
