Extend core_courseformat\base instead of format_base. #109

To circumvent a warning at some time in the future you would to have to extend core_courseformat\base instead of format_base.

? Is the patch because of M4.0? If so then CT 'master' is currently for M3.11 - hence all the CI check failures. And if so, then there is a whole lot of other work to do too.

Yeah, I guess so. Tried out Topcoll in 4.0
