Apply MDL-55074 #30

Need to apply MDL-55074 as affects navigation in M3.3 (missing sections in Boost nav drawer), however applies to M3.2 so need there +.

Fixed in: https://github.com/gjb2048/moodle-format_topcoll/commit/70371cbbfafc8d8063065b76457ac4514222f285 but needs backporting to M3.2.

No longer needs backporting as https://tracker.moodle.org/browse/MDL-57412 has put it back in M3.3! See: https://moodle.org/mod/forum/discuss.php?d=358719#p1446987.
