Ok, why please? You've submitted a PR with no description or explanation. Therefore as I would be expected to maintain this and explain what it does etc. Please answer the following:

What does it do?
Why does it do it?
Why is it of benefit?
What are the chances of it facilitating a backdoor, hacking wise?
What are the security implications?
Where is the documentation that explains it?
How many Moodle administrators use composer to install their plugins? And why do they do this rather than use the standard Moodle method or use the Git 'submodule' method?

Hi,

Add composer.json will allow use PHP Composer to manage dependencies in Moodle.

This only will possible with composer.json.
