Add northerner village palisades as craftable items #114

I found those palisades in the devkit: https://i.imgur.com/hrbjg4h.jpg. I have no idea whether it's possible to include them as craftable items, but if they are, it'd be a great alternative to build "citywalls". The assets I found were suffixd heirs_capital_wall_01

I think there were concerns IIRC that they may be difficult to place and/or could interfere with other placeables... but I agree it would be good to be able to use these definitely if possible.
