Modernize project #99

People still use this? Apparently!

This PR modernizes the project to use workflows I have in all my other Ruby projects. It also cherry picks relevant commits from https://github.com/gjtorikian/jekyll-last-modified-at/pull/98 to remove the posix-spawn dependency.
