Poachers do not spawn #187

Hello, in multiplayer Minecraft, my server does not have any poachers or the set camp within the map. I looked at the server config but I do not see any issues with the poacher. However, in single player I am able to see poachers but with my server I cannot find. Is there. Please help.

I have the exact opposite problem. Went to a Savanna village in Creative and there were more poachers than villagers. Thank goodness I had it set to Peaceful, otherwise the villagers would all have died in the crossfire as the poachers all tried to shoot things. They just kept spawning.
