[Bug] Coral is unplaceable on dedicated server.

Describe the bug Coral is unable to be placed within any depth that more than one block deep on a dedicated server.

To Reproduce Steps to reproduce the behavior:

1. Install zawa and bookworm.
2. Set up and run any dedicated server.
3. Attempt to place down any variant of coral at any depth that is not 1 block deep.

Expected behavior When placing any coral block within the ocean, at a depth greater than one block deep, they will be placed as expected. The coral will be placeable on single player or on a dedicated server

Additional context Report was responded by Meldexun to no fault of his mod. However, his mod version number will remain on this report.

An update to the issue, it seems to start working again randomly after a long period of the server being up. However, after a server restart the problem will happen again for a time.

Meldexun responded to the issue report I gave him, he states that the issue occurs for him even without his mod installed on a server.
