Would like an area in which RGMembers can collaboratively update files #16

Currently, users can create files only in non-overlapping areas specifically 
allocated to them.  This means it is not possible for two users to 
collaboratively update a file storedin the ADMIRAl file system

We tried creating a /data/common area, but files created here are getting 
unusable access permissions.  A question has been lodged on the Ubuntu 
Launchpad site:
