Databank handling of permissions in dataset package ZIP file #47

When accepting a packaged dataset, Databank should ignore or override any 
permissions that may be present in the dataset ZIP file.

Previously, not doing so was causing problems when unpacking a submitted 
dataset - that problem seems to be fixed.

Please check that the ZIP file permissions are fully being overridden or 
ignored.
