Databank handling of delete datasets #49

Currently, when a dataset is deleted, it is removed from the databank silo 
storage.
Required behaviour is that it be hidden from view, but a copy of the submitted 
data is retained ...

Questions:
(1) what is user resubmits same dataset again: do versions restart at 1?
(2) different user submits with sanme dataset name?
(3) how long is shadow copy retained?
