Return a 202 when a dataset unpack request is received #51

On receiving the request to unpack a dataset, start the activity in a separate 
thread and respond with a 202. I would need to report on the status of the task 
when asked for by the user.

If the completion is to be asynchronous, it might he helpful if some estimate 
of time to completion can be offered, if that's not too hard to arrange.  

This has been entered as a defect:  do you regard it as that, or an 
enhancement.  I'm inclined to say the latter.
