Cancel button on the Submission Tool Details page does not work! #56

What steps will reproduce the problem?
1. Navigate to Submission Tools Details page.
2. Click on the Cancel button
3. Nothing happens!

What is the expected output? What do you see instead?
The page is expected to land in the home page when the cancel button is clicked.
