Separation of RG leader and admin roles #59

We have been asked that the permissions to create new users (Admin) are 
separated from the permissions needed to see all users' files (Leader).  To 
some extent, this would be a fiction, as anyone with admin access would, in 
principle, be able to gain full access to all users' files.  But the default 
visibility could be reduced for someone who has admin role.
