Web user interface for user administration

This is some early user feedback about the work-in-progress user admin 
interface.

(1) when adding a user, go straight to the details page and input all 
information there (including the user id).  Don't have box for new user id on 
first page.

(2) for modifying a user, don't have input box.  **Just remembered the reason 
for this:  if no Javascript, need to actually enter the username.  Check with 
Chris.

(3) Use consistent terminology for Back/Cancel. e.g. front page - "Back to 
home", details page: "Back".  Don't use "Cancel".
