Fix static url in upload.html template #18

Not properly way to use static url in view.

I can't test it right now, but it is supposed to drop support for Django 1.4 and 1.5, right?

If so, i'll need to create a tag to keep support for old applications.

Thanks for the contribution, these changes are now merged to master. And available in Release v1.10
